1939: President Roosevelt (here with General Hap Arnold) signs the National Defense Act that will direct military spending for the following year. Air Corps strength is expanded to 48,000 personnel, 6,000 aircraft are authorized, and the budget climbs to $300 million for 1940. The Act also authorizes training for African American pilots and crew.
