1961: President John F. Kennedy asks Congress to: (1) put 50 percent of SAC’s bombers on ground alert; (2) speed up the B-47 phaseout; (3) produce the Skybolt to replace the Hound Dog missile; (4) defer three Mobile Minuteman squadrons for three squadrons in silos; (5) phase out the Snark program; (6) reduce the Titan force by two squadrons; (7) reduce the B-70A Valkyrie program to an R&D effort. Congress approves these measures.
